Every photo, video and file you upload is saved once in your library, together with the places it is used. You can find the video from your last reel and reuse it without uploading it again.
The same video can be used in a reel and an ad without being stored twice. A folder is a view of your files, not a copy.
Folders show how you organised your files. Used in shows where each file appears: Posts, Reels, Ads, Chats or Workspace.
Filing a file in a folder does not copy it or move it.
Reusing or re-sharing a file does not create a second copy in your library.

No. Folders are labels on the same stored file. A file in a folder still appears in every place where it is used, and moving it between folders does not change that.
The library checks first. If the file is still used by a post, reel, ad, chat or workspace, it is removed from your library but the file itself stays in place, so the post keeps displaying it. Only files that are not used anywhere are erased.
The library is built from what you have published. Older uploads are added to your library the first time you open it. Nothing is moved or duplicated.
No, the library is yours. Files used inside a workspace appear under the Workspace view of your own library.
